East Hampshire District Council is the off-street parking authority in East
Hampshire. As such, the Council is responsible for the operation and management
of 34 car parks throughout the District. Charges are made for the use of 12 of
the town centre car parks in Petersfield and Alton. Currently the remainder of
the car parks are free.

Timescales
Written correspondence, queries and applications will be dealt with and
replied to within ten working days.
- Are tickets transferrable between car parks?
No, tickets cannot be transferred between car parks unless stated on the tariff
board.
- Are tickets transferrable between vehicles?
No, this is a contravention of the Car Park Order. It is clearly indicated on
the tariff boards and on the pay and display tickets that this practice is not
permitted.

- How can I pay my Standard Charge Notice?
Payment can be made by the following methods:
- Post by cheque or postal order. The address is on the reverse of the
Standard Charge Notice.
- In person at the reception desk at EHDC offices,Penns Place,Petersfield

- How do I appeal against my Standard Charge Notice?
If you wish to contest a Standard Charge Notice then the
procedure for this is as follows :
Firstly, please write to the car parks officer at the address
given on the reverse of the Standard Charge Notice, or Email carparks@easthants.gov.uk
stating clearly the reasons why you feel the Charge should be cancelled. If you
have any supporting information then this should copied and attached with your
letter.
To ensure that your letter is dealt with promptly please ensure
that the relevant Standard Charge Notice number is quoted on
all correspondence.
Your grounds for contesting the Charge will then be considered
and a letter sent informing you whether your appeal has been up held. During
this period your Charge will not be increased to the higher payment.
If your appeal is not up held, and you are still not happy with
the decision given then you will have the opportunity to contest the charge at
the County Court, The Court will make the final decision on whether there are
grounds for cancellation of the Charge.

- Season Ticket - How do I purchase one?
An application form must be completed. This can be obtained from
the Parking & Highways Team at the following address: *No photo copies will
be accepted*.

OR from the Alton Office (next to the CAB) in Lady Place car park or from
the main office here at Penns Place, Petersfield.
Your application form must state your 1st and 2nd etc choice of car park and
enclose your cheque made payable to E.H.D.C. You can now pay be monthly direct
debit please contact the office for further details.
Due to the restricted number of spaces available, Season Tickets
allocations are limited. If the number of applications received exceeds the
number of spaces available then a random selection is made from the
applications received.
- Season Tickets - How much does it cost?
Both annual and six monthly season tickets can be purchased - application
forms can be obtained from the Car Parks Officer, EHDC, Penns Place,
Petersfield, Hants, GU31 4EX.

Lady Place Car Park.
Petersfield:

Such charges to remain subject to the existing percentage discounts for
vehicles with low carbon dioxide emissions.
- What are the reasons for issuing a Standard Charge Notice?
A copy of the Council's Off Street Car Parking Order detailing the rules
governing the use of the Council's car parks is held at the District Council
Offices, Penns Place, Petersfield.
This is available for inspection on request between 9am and 5pm, Monday to
Friday, excluding bank holidays.
The reasons for issuing a Standard Charge Notice are as follows :
1. Not displaying a valid ticket
2. Displaying a ticket which has expired
3. Parking outside a lined bay (not parking fully within a lined bay)
4. Parking in a disabled bay without displaying a Disabled Drivers permit
5. Vehicle exceeds the weight limit specified in the Car Park Order
6. Car & Trailer occupying 2 bays only 1 ticket purchased
7. Driving against direction arrows or signage
8. Sleeping or camping in a parked vehicle
9. Transferring a ticket between vehicles
10. Selling goods without permission
11. Parking over the maximum stay permitted within the Car Park.
- What happens if I do not pay my Standard Charge Notice?
The agreed procedure for pursuing an unpaid Standard Charge
Notice is as follows :
If after 28 days no response has been received to the Standard
Charge Notice then the name and address of owner of the vehicle will be traced
with DVLA.
A Section 112 letter will then be sent to the owner requesting
payment within 21 days.
If no response from the 112 letter, then a letter before action
will be sent reminding you that the Charge remains unpaid.
If still no response is received to the letter before action
the name and address we hold on file will be passed to our legal department to
commence County Court Judgement.
