- Asbestos, How can I get rid of it?
The public amenity sites which will take absestos and are available for EHDC
residents are as follows:

You MUST telephone before visiting to make sure there is
space in their bin. Please DO NOT put asbestos in your refuse bin.
The other alternative, if you cannot transport it yourself, is to check
Yellow Pages under Asbestos Removal. The Health and Safety Executive also have
a list of licenced companies which can be found here.
There are 2 types of asbestos.
1. The type found in buildings SHOULD NOT BE TOUCHED. Contact the
Environment Agency on 08708 506506 for advice.
2. Cement bonded asbestos: private residents can take no more than 15 sheets
of 120cmx60cm (4'x2') to the Portsmouth or Basingstoke sites (numbers above).
You MUST RING THEM before making the journey. The asbestos should not be
broken up and should be dampened and double wrapped. You should wear
gloves and a mask to handle bonded asbestos.
If you have more than 15 sheets, or are unable to remove it yourself, you
will need to hire a licenced company to remove the asbestos safely for
appropriate disposal. The Heath and Safety Executive have a register of all

- Disabled / Elderly, Can you help me put my bin out?
We can arrange for the relevant Area Supervisor to visit you and assess the
circumstances. After this we would hope to add your property to our "back door
collection" list. This means the refuse contractor would actually come to the
door to empty your refuse container. Please contact Customer Service on 01730
234295.
- Excess rubbish, refuse or waste collection?
Excess waste beyond that contained within the wheeled bin will not normally
be collected but can be disposed of at a local Household Waste
Recycling Centre. Location of "Bring"
Recycling Sites in East Hampshire (including HWRCs).
If you regularly produce excess waste please contact EHDC's Customer
Services Centre on 01730 234295, they will be able to give you guidance on how
to recycle more of your waste. If you are a family of 5 or more, and are
having difficulty managing your refuse despite recycling as much as possible,
please contact the Customer Services Centre for a family of five
questionnaire. We will assess your circumstances and see if you are eligible
for an additional refuse bin.
We do not collect extra refuse after Bank Holidays because collection days
do not change (other than at Christmas and New Year where information will be
posted in local newspapers and Partners Magazine).
- Fire Extinguisher, How do I dispose of it?
You can take your old fire extinguishers to your nearest Household Waste
Recycling Centre. There is a LP gas storage cage for such items, to be removed
by specialists.
If it is a fire extinguisher from your business, then you should
contact your supplier regarding disposal.

- Garden Waste Collection Service, How can I join?

licences do not automatically come with sacks - you will need to buy sacks as
well if you do not already have any EHDC sacks. Replacement sacks also cost
£5.00, including delviery.
Garden waste is collected every two weeks from re-usable sacks on the same day
the recycling bins are emptied. The service also covers the collection of a
Christmas Tree during the first few weeks of the new year.

- Hazardous waste, How do I dispose of it?
The following types of products can be accepted at all the Household waste
recycling centres. The only sites that can take Hazardous waste at the
moment are Alton HWRC, Omega Park Industrial Estate, Alton (01420 542572),
Bordon HWRC, Station Road, Bordon (01420 488931), Basingstoke HWRC (01256
461750), and Port Solent Household Waste Recycling Centre, (023 9221 9819). At
the centre hazardous waste will be stored in dedicated lockable containers and
then taken for specialist, safe disposal.
Household Products, this includes white spirit, paint brush cleaner,
hazardous paint products (those marked with black and orange hazard symbols),
descalers, stain removers, drain cleaners, glues, photographic chemicals, oven
cleaners and swimming pool cleaners.
Garden Products, this includes pesticides, insecticides, fungicides and weed
killers.
Car Maintenance Products, this includes antifreeze, brake fluid, lubricants
and degreasers.
When you arrive at the centre, speak to the site manager who will explain
how your hazardous household waste can be safely placed into the dedicated
storage containers.
For other hazardous household wastes, not mentioned above, these will not
be taken at the Household Waste Recycling Centres and should be disposed of
as follows:
Liquid fuels including petrol, diesel and paraffin - take to a local garage
or motor repair centre.

Ammunition, explosives and marine flares - contact your local police station
Medicines - Take back to your local dispensing chemist.

The collection crews fill out log sheets each day, detailing any problems they
have with collection. If contacted with a query our Customer Services Centre
will check these sheets see if any problems have occurred.
If misses are found to be the fault of the contractor (where nothing is listed
on the Crew's Log sheet) they are required to return and clear the bin within
twenty-four hours of EHDC notifying them.

- Oil, How do I dispose of it?
Your local amenity site should have an oil receptor to take small quantities
of waste oil. It would be advisable to telephone them first before taking the
trip just to confirm it will be accepted.
If you have larger quantities of waste oil to dispose of, you may telephone
one of the following companies:
A&B Oils, Southampton - 02380 339292 (vegetable oils)
Orcal - 0113 253 3571 (mineral oils/engine oils)
They are likely to charge a small fee for removing the waste oil.
- Tyres, I have old tyres; can you help me dispose of them?
Unfortunately East Hampshire District Council do not offer a service for
this. The public amenity sites will not accept tyres either.
The best option is to contact a private company. We can suggest the
following:

- Commercial Action Smart - 01656 648899 (This company will also take other
car parts.)
All these companies are likely to charge a small fee.
- Waste Collections, Bulky Household Items
East Hampshire District Council operates a chargeable
collection service for bulky household items
as these are not accepted in the wheeled bin service. Items
must be placed out for collection at the boundary of the
property.The prices for April 08 to March 09 for one
of the following items are:
£11.80 for one chair, table, mattress, radiator, vacuum
cleaner, TV, bicycle, fence panel (x2), door or general single item.
£13.90 for a fridge or freezer (Commercial £72.73)
£17.80 for a cooker, carpet (3x3m), washing machine or tumble
dryer.
£23.70 for a chest of drawers, four chairs, wardrobe, boiler
or up to 1 cubic metre of material.
£29.60 for a bed and mattress, bathroom suite or three piece
suite.
£41.50 for a piano or up to 2 cubic metres of material.
£59.20 for a shed, greenhouse (dismantled) or up to 3 cubic
metres of material.
Collections will only be arranged once payment has been
received, collection will take place within ten working
days and will be picked up on the following days for the corresponding
areas:
Monday: Clanfield, Horndean and Rowlands Castle
Tuesday: Alton, Bentley, Four Marks, Medstead and Ropley
Wednesday: Headley, Linford, Whitehill and Bordon
Thursday: Buriton, East Meon, Greatham, Hawkley, Liss,

what is to be collected, its location, your address
and contact details (if you require prior notification of collection
please make this clear in your request) and a cheque for the
correct amount to our contractors at:

Alternatively a collection service for furniture, white goods and bedding may
be available from Furniture Helpline 01420 489000. Your items
will be refurbished and reused if chosen for collection.
Residents in receipt of Housing or Council Tax Benefit can
receive financial assistance on the collection of four items
once per year, up to a maximum of £59.20, please contact the
Customer Services Centre on 01730 234295 if you feel you are
entitled to this assistance.

Although EHDC is not required to, it does operate a collection service for

The
Controlled Waste Regulations 1992 detail what is controlled waste, i.e.
household and commercial waste as described in the Environmenta
l Protection Act 1990 (c. 43). Schedule 1
and Schedule
2 of these regulation define what is "household waste" and
what is "household waste for which a charge can be made
for collection" ie Bulky Waste.
- Waste Collection, AWC
East Hampshire District Council operates an alternate weekly
kerbside recycling and refuse collection service throughout the
District from Wheeled Bins Only, this means collections take
place on a fortnightly basis with the black wheeled recycling
bin being collected one week and the green wheeled refuse
bin the next.
This service is operated by the Council's contractors, Veolia Environmental
Services and takes place on the same day throughout the year including most
bank holidays (Find Collection
Day), apart from during the Christmas and New Year period.
Collection days during these periods will be publicised in the Council
’s Partners Magazine and on the Council’s website.
On collection day the wheeled bin must be placed out by
7.00am at the Collection point to ensure collection.
It will be returned to this point after emptying. If your bin is not out when
the crew visits your road they will be unable to return to empty it later, so
please make sure it is out in time.
Only refuse contained within one 240 ltr green wheeled bin
(closed lid/excess waste policy) will be collected per
household, although the Council encourages extra
recycling which can be left out for collection in
cardboard boxes. The contents of the green wheeled refuse
bin should only be normal household domestic
waste and must not include any of the following items:
• Stones or brick rubble
• DIY material
• Paint / chemicals or oil
• Hot ashes
• Clinical waste (Free Domestic service, please see link below)
• Commercial (Trade) or industrial waste (For Recycling or Disposal please see
link below)
• Scrap metal
• Poisonous or noxious waste
• Garden waste
• Electrical products
Should any of these items be found in your green refuse bin
it may lead to the bin not being emptied.

- Weather, What happens to recycling and refuse collections in bad weather?
In the event of adverse weather conditions where it is unsafe for vehicles
or crews to provide the kerbside recycling or refuse collection service,
collections may be suspended until conditions improve. Should this situation
arise then residents are asked to leave their bin out for collection as the
service will be provided on a catch up basis where the oldest work is collected
first.
Residents should try to segregate their waste, using their refuse bin for
food or sanitary waste (where it should be double wrapped) or other degradable
waste and refuse sacks or carrier bags for other materials. If the collections
are delayed more than two days than a couple of extra sacks may be placed out
with the bin for collection.
EHDC will be monitoring the situation and will keep residents informed
through local press and radio should there be a need to impliment the Emergency
Plan and suspend recycling collections to ensure all degradable waste is
cleared as soon as possible.
- Wheeled bin, damaged by the crew?
Confirmation will need to be obtained of this from the refuse contractors,
so please telephone Customer Service Centre on 01730 234295 to make sure it has
been logged by the crew. If it is the fault of the contractor that you bin has
been damaged then it will be repaired or replaced within five working days
unless it is unusable and thereforen should be replaced within 48hrs.
If the contractor does not have any record that your bin went into the back
of the collection vehicle, it is possible that it may have been stolen. Under
these circumstances you will need to replace the bin yourself.

The standard Green Refuse and Black
Recycling wheeled bins have a capacity of 240 litres
which is sufficient for a family of up to five . Only one
Green Refuse bin per property will be emptied unless authorisation has
been given by the Council for families of six or in
certain circumstances families of five.
You can have a bin delivered to your property at a cost of
£25.10 per bin. Make your cheque payable to VEOLIA ES
Ltd and send it to, Alton MRF, Farnham Road, Upper Froyle,
Alton, Hampshire GU34 4JD. Please make sure you specify the
correct colour, your name, address and telephone number. The
bin will be delivered within five working day from receipt of
payment.

- Wheeled bin, Ive got two green ones, what should I do?
As from the 1st October 2001 it is this Council's policy to empty only 1
green refuse bin from each property on a fotnightly basis.
However, if you have a large family of 6 or more people you may be eligible
to purchase an additional 140 ltr bin. To request permission to have a larger
bin please contact Customer Services on 01730 234295.
Families of 5 with special circumstances will also be considered for an
additional bin.
- Wheeled bin, its still got rubbish in it; why wasnt it emptied?
The refuse contractor has a responsibility to lift a bin up onto the lifting
mechanism at the back of the vehicle. The bin is then emptied
automatically.
Any rubbish that is stuck at the bottom of the bin will not be manually
removed. You will need to dispose of this yourself. Alternatively you may use
a broom handle to loosen any trapped rubbish.
- Wheeled bin. Does it matter if the lid will not shut?
Yes, the bin lid must be closed. East Hampshire District Council will only
collect one wheeled bin of refuse per property and do not take excess waste.
If you overload your bin or put extra rubbish out on the ground this will
not be taken but your bin will be emptied. The reason for this is to encourage
residents to recycle as much of their waste as possible.
There are times when households produce additional waste that will not fit
in the wheeled bin such as during a clear, when redecorating or other during
other DIY activities. This household waste is not collected as part of the
normal kerbside collection service but can either be disposed of at the
local HWRC or collected through the Council's Bulky Household Waste Collection
Service.
