East Hampshire District Council is responsible for cleaning all public
highways within the District. It also carries out cleaning of its own land and
public car parks.
This work is carried out under the council's Streetcare Contract, which is
operated by a private company, English Landscapes Maintenance Ltd. The contract
runs for 5 years and commenced in April 2004. It also includes other tasks,
such as grass cutting of highway verges and public open spaces.

Practice within the Environmental Protection Act 1990 which has guidelines for
restoring an acceptable grade of cleanliness to different areas (these areas
are categorized into different "zones".
The Code of Practice is based on the concept of four standards of cleanliness,
A, B, C and D. These are defined as follows:
grade A; no litter or refuse
grade B; predominantly free of litter and refuse apart from small items
grade C; widespread distribution of litter and refuse with minor accumulations
grade D; heavily littered with significant accumulations
Grade A is the standard which a thorough conventional sweeping/litter-picking
should achieve. Whilst Grade A is the aim, it is not reasonable to expect that
standard to be maintained at all times. A very few items on a Grade A surface
will not necessarily be sufficient to degrade that area to Grade B.
The Zones that EHDC use, which are slightly modified from the Code of
Practice, are as below:
Zone 1 & Zone 1V. TOWN & LARGE VILLAGE CENTRES
Standard to be achieved after cleaning:
From B grade - restore to grade A within 6 hours
From C grade - restore to grade A within 3 hours
From D grade - restore to grade A within 1 hour
Zone 2M & 2S. MAIN ROADS & SCHOOL ROUTES
Standard to be achieved after cleaning
From grade B - restore to grade A within 12 hours
From grade C - restore to grade A within 6 hours
From grade D - restore to grade A within 3 hours
Zone 3. LOW DENSITY RESIDENTIAL HOUSING
Standard to be achieved after cleaning
From grade B - restore to grade A within 2 weeks
From grade C - restore to grade A within 12 hours
From grade D - restore to grade A within 6 hours
Zone 6. ARTERIAL AND TRUNK ROADS
Standard to be achieved after cleaning
From Grade B - acceptable standard, due to nature of roads
From grade C - restore to grade A within 4 weeks
From grade D - restore to grade A within 1 week
Zone 7. RURAL LANES & ROADS
Standard to be achieved after cleaning
From grade B - acceptable standard, due to nature of roads
From grade C - restore to grade A within 2 weeks
From grade D - restore to grade A within 5 days

234295 will take all the details from you and send the request through to our
contractors. If the amount of litter is considerable it should be dealt with
within 12 hours in normal residential roads, and within a maximum of 6 hours in
main shopping areas.
If there is glass on pavements or roads, or if the litter is likely to cause
a hazard to pedestrians (i.e. slippery fast food wrappings) the council can
also arrange for its removal outside of normal working hours (Mon-Friday
0900-1700 hours). If you come across the litter outside of these hours please
