Guidance For Developers When Carrying Out Site Investigations

East Hampshire District Council have produced a contaminated land leaflet to assist developers and their consultants in meeting the requirements of planning conditions relating to land which is, or may be, contaminated. Such contamination is usually the result of previous land use or may, in certain cases, be due to natural geological conditions. The leaflet, which does not form part of any planning permission, outlines each phase of a contaminated land investigation, from the desktop study and site walkover, to the intrusive site investigation, remediation scheme and validation plans required to ensure effective clean up of a contaminated site. The leaflet informs applicants of the importance of undertaking a conceptual site model and risk assessment at each stage of the site investigation as part of good practice as outlined in statutory guidance.
At the end of the leaflet is the Completion Statement, which should be filled in by all applicants whose development is either 1) considered sensitive to contamination, such as residential housing, schools, nurseries or allotment; or 2) where the development has been identified as being in an area of potential contaminative concern.
