    8. Application for planning permission and listed building consent for alteration, extension or demolition of a listed building

    planning portalYou may prefer to submit a planning application online. Applications can easily be submitted through the Planning Portal.

    What you need to do

    On this page you will find a downloadable application form if you need to apply on paper. You will need to print the form, complete it and return with the required documentation and fee to EHDC's Planning Services.

    The government has provided guidance notes for this type of application, which are also attached.

    Finally, you need to look at the local checklist (see the rest of this page) which we have put together to help make sure you have provided the necessary information. The checklist includes links to pdf documents or webpages (either on this or an external website) you will need to refer to. 

    If you believe you do not need to provide elements of the required information, you should include your reasons in your application.

          National requirements

          • Completed form (1 original + 3 copies to be supplied unless the application is submitted electronically)
          • A plan which identifies the land to which the applications relates drawn to a scale of 1:1250 or 1:2500 and showing the direction of North (4 sets to be supplied unless the application is submitted electronically)
          • A copy of other plans and drawings or information necessary to describe the subject of the application (4 sets to be supplied unless the application is submitted electronically) including: 
            • Block plan of the site at a scale of 1:200 or 1:500 showing any site boundaries 
            • Existing and proposed elevations at a scale of 1:50 or 1:100
            • Existing and proposed floor plans at a scale of 1:50 or 1:100
            • Existing and proposed side sections and finished floor and site levels at a scale of 1:50 or 1:100
            • Roof plans at a scale of 1:50 or 1:100
          • A completed Ownership Certificate (A,B,C or D – as applicable) as required by Article 7 of the Town and Country Planning (General Development Procedure) Order 1995 and by Regulation 6 of the Planning (Listed Building and Conservation Areas) Regulations 1990
          • Agricultural Holdings Certificate as required by Article 7 of the Town and Country Planning (General Development Procedure) Order 1995
          • Design and Access Statement
          • The appropriate fee

          In addition, where Ownership Certificates B, C or D have been completed, notice(s) as required by Article 6 of the Town and Country Planning (General Development Procedure) Order 1995 and by Regulation 6 of the Planning (Listed Building and Conservation Areas) Regulations 1990 must be given and/or published in accordance with this Article and this Regulation

          Affordable Housing Statement When development incorporates affordable housing provision. This will be when the development is for 15 dwellings or 0.5 hectares in large settlements, and 5 or more dwellings or 0.15 hectares in small settlements.

          Air Quality Assessment Where development is within or adjacent to an AQMA or area of possible poor air quality or where development will potentially impact negatively on air quality (e.g. due to high levels of traffic generation) or where there are other potentially pollutant emissions.

          Economic Statement Development that results in a loss of employment land or where there are regenerative benefits.  

           O

          Energy Statement This must be provided for all forms of new residential and commercial development.

          Environmental Impact Assessment Refer to EIA regulations.  

           O

          Flood risk assessment Planning applications for development on 1 hectare or greater in Flood Zone 1 and all proposals for new development in Flood Zones 2 and 3, follow link www.environment-agency.gov.uk/

          Foul sewage assessment If the proposed development results in any changes or replacement to an existing system, or the creation of a new system.  

           O

          Heritage Statement (including Historical, archaeological features & Scheduled Ancient Monuments) Where archaeological or historical features or remains (e.g. listed buildings, ancient monuments) may be affected and for major developments in conservation areas.

          Land contamination assessment Where the proposed development is on contaminated land.  

           O

          Landscaping details Must be provided with all major applications  

           O

          Lighting assessment Where significant external lighting is proposed, i.e flood lighting, lit areas of car parking, new street lighting.

          Nature Conservation/
          Biodiversity /Ecological/
          Natural Beauty assessment
          Wherever presence of protected species is suspected or where the development is within or close to a SSSI or SINC.
          For all major development in the countryside that effects areas designated for landscape and scenic beauty.

          Noise impact/Sound insulation assessment Noisy uses, including all B2 applications;
          Noise sensitive developments, e g housing located near to a source of noise, eg, railways, motorway, industrial site.

          Open Space assessment Where the proposed development is on existing public space or where the development requires open space provision in accordance with Policy R3 of the East Hampshire District Local Plan: Second Review.

          Parking Provision (details of existing and proposed car parking arrangements) All development proposals where car parking provision is required, including provision for cycles. See EHDC Parking Standards and  HCC Hampshire Parking Strategy and Standards

          Planning Obligations/Developers contributions Where the development requires planning obligations for e g affordable housing, open space contribution or off site highway works and contributions.
          Alternatively the applicant can submit a unilateral undertaking or direct payment.

          Refuse disposal details Where new residential or commercial developments are proposed which generate refuse.  

           O

          Retail/Leisure Impact Assessment Required for all retail and leisure developments situated outside of village, town or local centres, or major proposals within town centres. PPS 6

          Statement of Community Involvement See guidance in SSPD

          Streetscene Elevations Where it is necessary to show new building work in context with adjacent buildings

          Structural survey Where the structural integrity of the building is affected, ie barn conversions or reuse of other buildings, if the condition is questionable.

          Sustainability Appraisal Required for any major planning applicaiton or commercial development in ay area outside the major developments  

           O

          Transport Assessment Required where proposal would lead to significant transport implications.(PPG 13) as set out in Appendices B - D of DOT  Guidance on Transport Assessment  

           O

          Travel plan Required for food and non-food retail, cinema and conference facilities, other leisure (D2) uses (excluding stadium) from and above 1000 sq.m gross floorspace; B1 (including office, higher and further education establishments from and above 2500 sq.m gross floorspace; stadia of 1500+ seats.
          Other service developments such as hospitals, smaller traffic attracting developments in rural areas.

          Tree survey/arboricultural implications When the proposed development is adjacent to or involves the loss of trees.

          Utilities statement For all major residential applications.  

           O

          Ventilation/ extraction statement Use classes A3, A4 and A5 and where there is any proposal involving mechanical ventilation or extraction.
