Planning - Commenting on a planning application

You can e-mail comments on undecided planning applications by using the Comment on Applications feedback facility on the relevant application page.

It is very important to see and understand the application on which you are commenting. Forms and plans for valid applications can either be viewed from here or can be seen without appointment at Planning Reception at the Council Offices, Penns Place, Petersfield from Monday to Friday between 9 am and 5 pm.  Scanned online copies of applications also can be viewed at:

If you wish to make comments on an planning application, they must deal with issues relating to planning law, which exists to control development and use of land in the public interest:

Local planning policies  
Government advice
The effect on the street or area
Size, layout and density of buildings
Design, appearance and materials
Adequacy of parking
Traffic generation and safety
Overlooking and loss of privacy
Noise and disturbance
Ground contamination

Some issues are not covered by planning law and cannot be taken into account:

Structural stability, drainage, fire precautions
Loss of property value
Disturbance from construction works
Competition
The need for development
Legal rights
Boundary disputes
Rights of way
Covenants
 
How long do I have to make comments?
 
It is important that you send us your comments in writing by e-mail or letter, as soon as possible.  If they are received outside the stated time limit, you will miss the opportunity to have them taken into account.  Please also note that they cannot be treated in confidence and will be available to the public.
 
Can I discuss the application?
 
If you are concerned about the proposal or need clarification before writing, you can talk to the case planning officer.  Your local district councillor will also be able to listen to your views but will not be able to discuss the merits of the case as this may prevent their speaking about the application if it is to be dealt with at committee.  Details of your councillor can be found here or you can contact planningdev@easthants.gov.uk for information.
 
What will happen to my comments?
 
Any comments you make within the set time limits will be taken into account and referred to in the planning officer's report but planning staff and councillors have to consider every aspect of the application and all relevant issues before a decision is reached and your views may not prevent its being successful.
 
Letters which state that the author objects but do not give reasons will not be counted. Signatures on petitions will not be counted as individual objections.

To be material the objection must be related to the development and use of land in the public interest and must fairly and reasonably relate to the application concerned.
