    Council Tax - Valuation

housesAll homes in our area have been placed in one of eight broad valuation bands by the Valuation Office Agency.

Valuation Bands are based on the price that the property would have been worth if it had been sold on 1st April 1991 (subject to certain assumptions).

    Valuation Bands
    BandValuation
    Band A up to £40000
    Band B £40000 up to £52000
    Band C £52000 up to £68000
    Band D £68000 up to £88000
    Band E £80000 up to £120000
    Band F £120000 up to £160000
    Band G £160000 up to £320000
    Band H Over £320000

    Assumptions

Each domestic property goes into a valuation band based on the price that the property would have been worth if it had been sold on the 'Open Market' on 1st April 1991 to a 'Willing Vendor'.

'Open Market' means a market where the property is offered openly with adequate publicity being given to the sale. 'Willing Vendor' means someone who sells the property as a free agent and not someone who is forced to do so.

    Valuation Office

The Valuation Office Agency is part of the Inland Revenue. They are responsible for banding domestic properties and setting Rateable Values for non-domestic properties.

They can be contacted on 01256 726100.

If you would like to check the valuation banding of your property please visit the Valuation Office website www.voa.gov.uk.

    Appeals

Appeals regarding the valuation band of your property are dealt with by the Listing Officer at the Valuation Office. Their address is:
The Square, Basing View, Basingstoke, Hampshire RG21 4EB
    Telephone: 01256 726100

The grounds for appeal about banding are restricted to the following cases:
    • Where there has been a material increase or reduction in the property value, e.g. either an extension has been added or part of the property demolished
    • Conversion of houses to flats
    • Physical changes in the locality affecting the value of your home (Please note that the current market price is not the best evidence for the Valuation Office to consider whether your property has been correctly banded, as property values for council tax purpose are based on the market prices as at 1st April 1991)
    • Where you start or stop using part of your property to carry out a business, or the balance between domestic and business usage
    • Where you become the Council Taxpayer in respect of the property for the first time, then within six months you can appeal to the Valuation Office

Where there is a band change to your property or a similar property to yours (made by the court), again you have six months to appeal to the Valuation Office. You must also appeal if you consider that you are not liable to pay Council Tax, for example because you are not the resident or owner, or the property is exempt, or if the council has made a mistake in calculating your bill.

If you wish to appeal on those grounds you must first notify us in writing so we have an opportunity to reconsider the case.

Making an appeal does not allow you to withhold payment of any tax outstanding.

If your appeal is successful you will be entitled to a refund of any overpaid Council Tax.

Further details of the appeal procedure can be obtained from our Revenues Services, please use the customer feedback facility
