    EHDC car parks - Standard Charge Notices

    Parking Supervisors patrol our car parks to monitor parking. If anyone parks inconsiderately,  fails to pay the fee or breaks any of the conditions of the current Off-Street Parking Places Order they could be issued with a Standard Charge Notice and be liable for a fine.

    Reasons for issuing a Standard Charge Notice

    1.  Not displaying a valid ticket (within the front windscreen)
    2.  Displaying a ticket which has expired
    3.  Parking outside a lined bay (not parking fully within a lined bay)
    4.  Parking in a disabled bay without displaying a Disabled Drivers permit
    5.  Vehicle exceeds the weight limit specified in the Car Park Order
    6.  Car & Trailer occupying 2 bays only 1 ticket purchased
    7.  Driving against direction arrows or signage
    8.  Sleeping or camping in a parked vehicle
    9.  Transferring a ticket between vehicles
    10. Selling goods without permission
    11. Parking over the maximum stay permitted within the Car Park.

    Cost of Standard Charge Notice

    The amount payable is £90. This is reduced to £60 if payment is received within 28 days of the date the charge was issued, and further reduced to £30 if payment is received within 14 days of the date the charge was issued. 

    How to appeal against a Standard Charge Notice

    You should first write to the Car Parks Officer at the address given on the reverse of the Standard Charge Notice, or email car.parks@easthants.gov.uk, quoting the Standard Charge Notice number.

    If you want to appeal online you can download the appeal form below and then email us.

    Explain why you feel the charge should be cancelled and enclose any supporting information. If you do this within 14 days then the fine will not be increased to the higher payment.

    Your evidence will be considered and you will be sent a letter informing you whether your appeal has been upheld.

    If your appeal is not upheld and you are still not happy with the decision given then you will have the opportunity to take the matter to the County Court for a final decision.

    How to pay

    Cheques and postal orders should be made payable to East Hampshire District Council, quoting the Standard Charge Notice number, or the vehicle registration number on the reverse.

    If you wish to pay in person then this can be done at the main reception of the council offices, Penns Place, Petersfield.

    You can also pay by credit or debit card by calling 01730 234138 or pay online.

    What happens if you do not pay

    If you do not pay within 28 days, you will be traced through the vehicle registration number of your vehicle with the DVLA.

    If there is no response from correspondence sent to you we may instruct debt recovery agents to recover any monies owed.
