Purpose of Report:

To consider consultation feedback on the proposal to include four additional car parks in the East Hampshire District Council (Off-Street Parking Places) Order.

Recommendations:

It is recommended that, subject to receiving:-

(a) the consent of Hampshire County Council and

(b) no objections from the Hampshire Constabulary,

Cabinet approve the East Hampshire District Council (Off-Street Parking Places) Order 2001.

Resourcing Implications:

The inclusion of new car parks under the Off Street Parking Places Order will generate income from issuing standard charges and ticket sales at Rogers Court. These are estimated at £20,000 per annum and £10,000 per annum respectively. It is not possible to quantify what proportion of this income will be diverted from other locations nor is it yet possible to detemine the overall effect of the Grange Car park on overall car parking patterns or car park income in Petersfield.

Increased expenditure (administration and purchase of tickets) is estimated at £2,000 pa and maintenance (Sutton Field and Rogers Court only) at £1,000 pa. It is anticipated that this will be offset by the increased income mentioned above.

It is not therefore proposed to adjust the car parking budget projections in response to the introduction of the Order at this time. The situation will, however, be monitored and any necessary amendments to the Budget would be subject to Cabinet approval.

Body of Report:

1.0 INTRODUCTION

1.1 On 3rd October 2001 Cabinet approved amendments to the District Council's Off Street Parking Places Order which were then published for public consultation.

1.2 The amendments proposed that the following car parks be included within the Order:-

Grange Car Park, The Causeway, Petersfield.
Rogers Court Car Park, Draymans Way, Alton.
Chalton Car Park, Chalton, Clanfield.
Sutton Field Car Park, Whitehill.

1.3 This report considers the feedback obtained from the consultation process, and seeks approval for the implementation of the new Order.

2.0 CONSULTATION FEEDBACK

2.1. Two letters were received in response to the consultation process both of which are available for inspection in the members room.

2.2 The first of these letters requests that the charges proposed for Rogers Court Car Park, Alton be amended, to allow vehicles to park free of charge for the first 20-30 minutes. Members should note that this would be impossible to enforce efficiently.

2.3 The second letter objects to the principal of charging in the Grange Car Park, Petersfield. Members will recall that Parking charges were implemented as a condition of planning consent after extensive consultation in order to help protect the viability of the Town Centre.

2.4 Members are asked to give both representations careful consideration, before approving, or recommending, amendments to the new Off Street Parking Places Order attached at appendix 1.

2.5 In accordance with the Road Traffic Regulation Act 1984, the consent of Hampshire County Council as Highways authority is required. Similarly, we are also bound to consult with the Chief Officer of Police before confirming the order. This is currently in train and Members will be updated at the meeting. Neither body raised any comments when the Order was substantially revised in October 2000.

3.0 PROGRAMME

3.1 It is proposed that the Order should be implemented as soon as practicable after completion of consultation.

i) A letter, with a copy of the proposed amendments, was sent to the following organisations:

Petersfield Town Council

Alton Town Council

Whitehill Town Council

Clanfield Parish Council

Freight Transport Association

Road Haulage Association

The owners of The Grange Car Park and Chalton Car Park.

ii) Public Notices were placed in the Herald group of papers.

iii) Notices were posted on the land to be included in the Order.

iv) In accordance with the Road Traffic Regulation Act 1984, consent from Hampshire County Council is being sought along with formal consultation with Hampshire Constabulary.
