Dual hackney carriage and private hire vehicle driver's licence
Licensing is necessary to ensure the safety of the public; the public should be able to use the local services confident that they will reach the end of their journey in safety.
Each licence allows a specified person to drive hackney carriage (taxi) or private hire vehicles within East Hampshire, and is issued for one year.
It is an offence to trade without a licence.
Eligibility criteria
To be grant a licence we must be satisfied the applicant:
- is a fit and proper person to hold a driver's licence
- has held a full DVLA (or equivalent) driving licence for at least 12 months on the date of the application

Application evaluation process
Applicants will be required to:
- pass a medical examination
- complete a Criminal Records Bureau (CRB) check
- provide a pass certificate in relevant BTEC and NVQ qualifications within one year of your first licence if you are a new applicant
- provide a pass certificate in relevant BTEC and NVQ qualifications by the
30 April 2013 if you were licensed before 13 May 2009
New applicants also need to pass a Driving Standards Agency driving examination or other council approved driving assessment.
Will tacit consent apply?
No. It is in the public interest that the local authority must process your application before it can be granted. If you have not heard from us within a reasonable period, please contact us.

If an application for a licence is refused the failed applicant can appeal to the local magistrate's court within 21 days of the refusal.

Where a new condition is applied to a licence, or a licence is revoked, the licence holder is entitled to appeal to the local magistrates’ court within 21 days of the notice.
