Where are we doing well?
For quarter 4:
- Our planning service exceeded 3 out of 4 national indicators
- Our benefits service exceeded their targets to process new claims and change in circumstance for housing benefits
- Our percentage of council tax collected exceeded the high target of 90%.
However, areas where we need to improve are:
- Our number of days lost due to sickness continues to rise. This will be scrutinised to examine the cause of this
- The number of invoices paid within 30 days did not reach our target. Following the introduction of a new Financial Information System this figure is anticipated to rise
- The percentage of household waste sent for composting did not reach our target. As a Council we prefer to encourage the more environmentally friendly method of home composting rather thean use the garden waste service.
Quarter 4 Report - Performance management
We need to know how well services are performing, particularly where targets have been set to improve performance. We also need to show other people like local residents and the government.
Performance indicators enable performance to be measured over time and to be compared with that of other service providers. They can measure:
- ‘inputs’ e.g. staff hours or budget spent on a service
- ‘outputs’ e.g. the number of inspections carried out, the number of refuse bins emptied, the number of invoices paid within a given time
- ‘outcomes’ i.e. the actual impact of the service on the ground e.g. surveys showing a decrease in ‘fear of crime’ as a result of actions taken.
The council collects two types of performance indicators:
Best Value Performance Indicators
These are set by the Department for Communities and Local Government and all councils are required to report on them each financial year (which runs from April to April).

2007-08 Best Value Performance Plan.
The plan contains information about the Councils policies, performance, achievements and targets for the future. Its purpose is to provide information to help residents and partners to judge the councils performance in meeting the needs of the area and doing this efficiently and effectively.
Local Performance Indicators – These are set by the council to show whether we are meeting our own local priorities and objectives. These indicators are monitored quarterly and
published on our website.
