Local Plan: Joint Core Strategy - Pre-submission draft

The Local Plan: Joint Core Strategy covers East Hampshire and has been jointly prepared by East Hampshire District Council and the South Downs National Park Authority. It sets out the framework for development in East Hampshire up to 2028.
The pre-submission draft version document was made available from 3 February 2012 until 16 March 2012, for representations on the grounds of soundness and legal compliance.
Meaning of soundness:
To be sound, a core strategy should be justified, effective and consistent with national policy.
Justified – to be justified the document must be:
- founded on a robust and credible evidence base
- the most appropriate strategy when considered against the reasonable alternatives.
Effective - effective means that the document must be:
- Deliverable
- Flexible
- Able to be monitored
Consistent with national policy means that the document is consistent with the national policies set out in the planning policy guidance (PPG’s) and planning policy statements (PPS’s).
The National Planning Policy Framework (NPPF) was published on 27 March 2012, after the close of consultation on the draft Joint Core Strategy: Local Plan. The NPPF replaces the guidance set out in PPG's and PPS's. A link to view the document can be found below.
