Local Development Framework – Shaping the Future
A new system to guide planning decisions in the future has been brought in by the government which will replace our current Local Plan.
The Planning and Compulsory Purchase Act 2004 introduced a new 'two-tiered' plan system:
- Regional Spatial Strategies (RSS) - prepared by the regional planning bodies (or in London the spatial development strategy prepared by the Mayor of London). These set out a broad spatial planning strategy for how a region should look in 15 to 20 years time and possibly longer.
- Local Development Frameworks (LDF) - a folder of local development documents prepared by district councils, unitary authorities or national park authorities that outline the spatial planning strategy for the local area.
We have already begun work on our Local Development Framework. There are several different kinds of documents involved:
- Development plan documents (includes the Core Strategy)
- Local development scheme
- Statement of community involvement
- Annual monitoring report
- Supplementary planning documents

Core Strategy
The core strategy sets out the general vision and objectives in the LDF. It must be kept up to date and all other development plan documents must comply with it.

The Local Development Scheme (LDS) sets out the work programme and identifies which documents are to be prepared and when we will be involving the community in their preparation.

Annual Monitoring Report
Each year we have to submit an Annual Monitoring Report to the government, to show our progress in preparing Local Development Documents (LDD) against the timetable in the Local Development Scheme (LDS). It also assesses how well the policies in the East Hampshire District Local Plan: Second Review are being implemented.

Strategic Flood Risk Assessment
In April 2008, Halcrow completed a Strategic Flood Risk Assessment (SFRA) for East Hampshire District Council. The SFRA was prepared in accordance with Planning Policy Statement 25 (PPS 25) and will inform the Core Strategy and the Allocations Development Plan Document.

Open Space, Sports and Recreation Study (2008)
This study contains several different reports and covers open space and built facilities provision in the district. The information will help support the LDF documents and also community planning groups to update and inform Town and Parish plans.

UE Associates have prepared an interim report on the early considerations of the implications of the Habitats Directive in connection with the Eco Town proposal at Whitehill and Bordon. Halcrow Group have been commissioned to undertake an Outline Water Cycle Study for the Whitehill/Bordon Green Town Vision. The study informs the Council on what constraints and options are available to reduce the risk of the proposed eco town on the water enviornment and visa versa, and what opportunities there are for sustainable water management.
