    Recycling and Refuse

    The council operates an alternate weekly kerbside recycling and refuse collection service from wheeled bins and a four weekly glass service from boxes.

    This means co-mingled recycling (paper, cans and plastic bottles) is collected from your black bin one week and residual refuse is collected from your green bin the following week. Glass bottles and jars are collected every four weeks and there is a fortnightly, chargeable garden waste collection service.


     
     
    Award winning services  

    The council is proud of its record for recycling. East Hampshire is one of the top recycling areas in the country. The council was awarded Beacon Council status for its waste, recycling and streetcare services in 2006/07. We have also been acreditted with the Customer Service Excellence Award (formally Charter Mark) for Environmental Services, which includes Recycling and Refuse.

     

    Extra rubbish 

     You can dispose of excess waste at your local tip or dump - called HWRCs (Household Waste Recycling Centres). These are run by Hampshire County Council.

    If you regularly produce excess waste please contact us on 01730 234295 for guidance on recycling more of your waste. If you are a family of 5 or more, and are having difficulty managing your refuse despite recycling as much as possible, please ask for a family of five questionnaire. We will assess your circumstances and see if you are eligible for an additional refuse bin.

    East Hampshire District Council also operates a chargeable collection service for bulky household items as these are not accepted in the wheeled bin service.

    Buying new bins

    You will need to buy a new green (refuse) bin and black (recycling) bin if your property does not already have these bins.

    Only one 240 ltr green (refuse) bin will be emptied per household unless you are eligible for an additional refuse bin (see section on Excess Waste).

    The prices from April - Dec 2009 at 15% VAT are:

    • 140ltr (Small Bin suitable for 1-2 persons) is £20.13
    • 240ltr (Standard Bin) is £23.11

    The prices from Jan - March 2010 at 17.5% VAT are:

    • 140ltr (Small Bin suitable for 1-2 persons) is £20.56
    • 240ltr (Standard Bin) is £22.91*

    These are available by prior arrangement from the Council Office Penns Place or alternatively can be delivered by our contractor Veolia ES for an additional £5. For delivery please send a cheque for the correct amount to:

    Bins are the property of the resident.  Care should be taken to ensure they are safe from theft or misuse by others. We can not be held responsible for their loss unless damaged or destroyed by the vehicle which does happen on rare occasions.

    * Drop in price due to lower production costs for this type of bin.

    Glass collections

    Residents can now put out a box containing their bottles and jars out for collection by 7am every fourth week, usually with their recycling bin (Remote areas may differ).  Please check the collection calenders, available in Partners Magazine or from our offices. 

    Glass boxes can be purchased from EHDC, £2 if collected, £5 if delivered.

    Each property is entitled to up to 3 boxes.

     

    Garden waste scheme 

    We provide a service for collecting your garden waste from the kerbside. The fortnightly kerbside collections are on the same day as your recycling, but by a different vehicle. There is a small charge for this service.

    Help for the elderly and disabled people
      

    We can arrange for the relevant Area Supervisor to visit you and assess the circumstances. Once done we can - if criteria are met -add you to our "Assisted Collection" list.

    This means the bin, box or garden waste sack are collected from an agreed point such as outside your garage, to save you struggling with them.

    Charities and village halls

    Although East Hampshire District Council is entitled to charge we support these community initiatives by providing recycling and refuse collection service for free.  

    Clinical waste

    The council offers a service for the collection of syringes and infectious clinical waste. This type of clinical waste has to be incinerated and so must be collected separately from normal domestic waste. Where the customers are individual council tax payers the service is provided free of charge.  

    Commercial (industrial) waste

    It is not part of the council's responsibilities to collect refuse from businesses. Businesses must organise and pay for their own collections. We can organise this service on your behalf, but we will charge an administration fee. 

    Other waste

    We are often asked  how to get rid of other waste like oil, asbestos and tyres. Although we can't actually dispose of these for you, we can help you find out who will - HWRCs take most items.  

    Project Integra

    Project Integra is the partnership of local authorities and a private waste contractor working together to provide an integrated solution to Hampshire's waste.
