Business Rates - Transitional Arrangements
Every five years, all non-domestic properties are subject to a revaluation. The last revaluation set new rateable values for five years from April 2010.
The transitional arrangements are in place during this five year period so that the effects of any large increases and decreases in the annual rates bill for a property will be phased in.
Basically it means that there are limits on the percentage by which bills may increase or decrease each year.
Under the transition scheme, limits continue to apply to yearly increases and decreases until the full amount is due (rateable value times the multiplier). The scheme applies only to the bill based on a property at the time of the revaluation. If there are any changes to the property after the revaluation date, transitional arrangements will not normally apply to the part of a bill that applies to any increase in rateable value due to those changes.
