Apply for a licence, permit or registration A-Z

Animal boarding licence (kennels, catteries and home-based services)

You need a licence to set up a kennel or cattery, or just to look after a few animals in your own home. Read more about the rules for animal boarding services on the GOV.UK website.

You must wait until you receive your licence before you set up your boarding service.

Caravan and camping site licence

If you allow your land to be used as a caravan or camping site by the public for more than 42 consecutive days, or 60 days in a year, you will need a licence.

We aim to process your application within 4 weeks. If you have not heard from us within this time, you can assume you have permission and go ahead with your camping or caravan site.

Charitable collections licence

The following conditions apply:

  • No more than two street collections are allowed in the same area in any one month (except in December).
  • We give priority to collections for local charities, and short notice applications in response to national emergencies.
  • A charity is entitled to only one street collection permit each year. Where there are several branches of a charity, they should liaise before making an application.
  • Within a month of the collection, you will need to complete a returns form giving a list of collectors, the amount collected and any expenses and payments.

We aim to process your application within 40 days. If you have not heard from us within that time, you can assume you have permission and go ahead with your collection.

Cooling tower notification

You must tell us if you have a wet cooling tower or an evaporative condenser on your premises. If these are not properly maintained, they can harbour legionnaires’ disease.

If you change your equipment or remove it from your premises, you must tell us within one month of the change.

Environmental permit

You may need an environmental permit if your business manages or produces waste or emissions that pollute the air, water or land.

Food premises registration and approval

Any food business that produces, processes, stores or distributes food must register the building (or vehicle) with the local authority.

You must apply for registration at least 28 days before the food operation is due to start.

You must tell us about any significant changes in your business, or if you close the business.

Approval

If you supply food from animals (meat, fish, dairy products and eggs) to other businesses, you may also need approval.

A food safety officer will visit your premises and advise on anything you need to do. You will be given an approval number, which you must use on your packaging and paperwork.

Houses in multiple occupation (HMO) licence

A house in multiple occupation is a building or any part of a building used for living accommodation:

  • For more than two people who are not part of the same family
  • Where the property is their only or main home
  • Where they share one or more basic amenities and
  • Where they pay rent for their accommodation.

Alicence will be granted if the house is or can be made suitable for multiple occupation and the management arrangements are satisfactory.

You must wait until you have received your licence before people start living in the house.

Hypnotism permit

You must have authorisation to demonstrate or perform a hypnotism act in public.

We aim to process your application within 28 days.

Personal licence

Pet shop licence

A pet shop is any building where animals are sold as pets, including your own home.

You can’t sell animals as pets in public places, such as from a market stall.

However, you don’t need a licence to sell:

  • Pedigree animals that you’ve bred
  • Animals that are offspring of your own pet

We will check that:

  • The accommodation will be suitable for the animals
  • They will be looked after properly
  • You’ll take precautions to prevent the spread of infectious diseases
  • Mammals won’t be sold if they’re too young
  • You have plans in case of fire or other emergencies.

Riding establishment licence

You’ll need a riding establishment licence to hire out horses or ponies for riding, or run a riding school.

You will need to renew your licence every year.

Scrap metal dealer licence

A scrap metal dealer must hold either a site licence or a mobile collector’s licence.

We aim to process your application within 28 days.

Sex shop and cinema licence

You need a licence to run:

  • A sex shop selling things such as sex toys, books and videos
  • A cinema showing sexually explicit films to members of the public.

We aim to process your application within 60 days.

Appeals

If your licence is refused, you can appeal to the local magistrates’ court.

You should contact us within 21 days of the refusal.

However, you do not have the right to appeal if the licence was refused because:

  • The council believes there are already enough sex shops or cinemas in the area
  • It would be inappropriate considering the character of the area.

Skin piercing/tattooing licence

Skin piercing includes:

  • Tattooing
  • Acupuncture
  • Body piercing
  • Electrolysis
  • Semi-permanent and permanent make up.

You must also comply with bye-laws which cover things such as cleanliness of premises and sterilisation of instruments. 

The Environmental Health team will visit to your premises to check you are complying with the relevant bye-laws.

Street trading licence

You must be aged 17 or over to apply.

You will need to tell us the street you want to trade on, and the days and times you want to trade.

You must wait until you receive your licence before you start trading.

Tables and chairs licence

You may need a licence if you want to place tables and chairs on the pavement.

A licence may be refused or cancelled because:

  • The tables and chairs create more traffic, noise, rubbish, smells or fumes, or attract rats or other vermin
  • They block the pavement or road, or take up too much space
  • They block the view of road users, such as at junctions or pedestrian crossings
  • Your premises has been the focus for public disorder incidents or other nuisances
  • You have already put out tables and chairs without first getting a licence. 

We aim to process your application within 60 days.

Zoo licence

You’ll need a zoo licence if you’ll be displaying wild animals to the public for at least 7 days a year, in any place that’s not a circus or pet shop.

You must contact us at least 2 months before you make an application to tell us that you plan to apply to open a zoo.

You must wait until you receive your licence before you open your zoo.
