East Hampshire District Local Plan: Second Review - Second Deposit (draft) Form for Supporting, or Objecting to, the changes to the Local Plan Government rules contained in Paragraph 14 of Annex B of Planning Policy Guidance 12: Development Plans, state that “objections at this stage of the Plan process can only be made to changes made to the Plan by the local authority. New objections cannot be made on those parts of the Plan proposals that have not been changed, nor can objections be made on the basis of omissions to the proposals. These objections should have been made at the first deposit stage”. All the changes which East Hampshire District Council have made to the First Deposit Plan are identified in the Second Deposit Plan: new text is shown in bold and deleted text is struckthrough. Each of the changes has been given an individual SD reference number. Therefore all comments on the plan should refer to an SD number. 1. Why should I use this form? You are recommended to use this form because it gives the basic information needed for speedy and effective handling of your representation in support of, or objection to, the changes to the East Hampshire District Local Plan: Second Review - Second Deposit. Please use a separate form for each change which you are supporting or objecting to and write your name and address on each (photocopies of the form will be accepted). When should I make my representation? Not later than 5 p.m. on Thursday 14th March 2002. Any representations received after this date will not be accepted. Please complete the form in black ink and return it before the closing date to the Planning Policy Team, East Hampshire District Council, Penns Place, Petersfield, Hampshire, GU31 4EX. 3. What will happen to my representation? Copies of the representation will be placed on deposit by the District Council so that other people will be able to view them. They cannot be treated as confidential. The District Council will acknowledge all representations. The acknowledgement letter will include your own personal reference number which you should quote in any further communication. Following the end of the Second Deposit consultation period on the 14th March 2002, a Public Local Inquiry will be held in spring of 2003 to consider any outstanding representations from the First Deposit Plan (October 1999) which have not been adequately addressed through the Second Deposit Plan, together with any new objections to the changes proposed in the Second Deposit Plan. Respondents will be informed six weeks in advance of the date and place of the Public Local Inquiry. Closer to the date of the Public Local Inquiry, respondents who wish to appear will be informed of the time and date when their representation will be heard. Respondents who do not attend the Public Local Inquiry will still have their written representations considered by the Inspector. Written representations carry the same weight as those made verbally at the Inquiry. 4. What will happen after the Public Local Inquiry? The Inspector will report to the District Council who will publish his/her report and recommendations. The District Council may then publish modifications to the Local Plan for public comment. Objections to the proposed modifications will be carefully considered. The Plan will then be adopted by the District Council with or without further modifications. If you wish to be told about the decision on the Local Plan, please enclose a separate request with the form giving the address to which the notice is to be sent. 5. How can I find out about the procedure? Please read the free Department of Local Government, Transport & Regions booklet "Local Plans and Unitary Development Plans - A Guide to Procedures" which is available from the Planning Policy Team, East Hampshire District Council. If a representation is sent in late, that is after 5 p.m. on Thursday 14th March 2002, the respondent does not have the right to appear at the Public Local Inquiry.
