Tom is the Executive Director with oversight of strategy and governance matters. This includes how the organisation responds to markets, to policy change and to customer behaviour, to shape how communities can thrive in a changing society and economy.

Tom has been Executive Director since 2010, and previously held senior roles in district and unitary councils. He is currently the Chair of an award-winning national medical charity, a Governor of a further education college and a member of the Enterprise M3 European Funding Committee. He has also worked in commercial and voluntary organisations, and holds Masters Degrees in Business Administration and History.

Claire has worked in local government for over 25 years and provides strategic leadership for HBC and EHDC on all matters relating to engagement, marketing and communications. Working with a number of private, public and voluntary sector organisations, Claire’s remit includes community development, community engagement, arts & culture, sport & leisure, wellbeing, marketing and external and internal communications. Claire is also leading on commissioning in East Hampshire, transformation in Havant and the Troubled Families program.

With strong, established experience of the commercial sector and the delivery of strategic partnerships, transformation programmes and cost effective customer focussed solutions in the public sector, Sue is the strategic lead for digital and effective working. As Head of Programmes, Redesign and Quality, Sue directs the delivery of major corporate initiatives, overseeing professional project management resources and business intelligence to secure the best outcomes for the customer and the organisation.

Craig as Head of Finance & Assets - provides professional advice on all aspects of finance, from investment, costing and pricing information (to enable units to generate income and manage their budgets), through to reporting and audit, systems, controls and fulfilling statutory requirements. Craig also acts as the Section 151 Officer for both Councils.

Caroline is a versatile Human Resources (HR) and Organisational Development (OD) professional with over 20 years experience in both public and private sectors. With considerable change management experience, Caroline’s role is focused on improving the effectiveness of the organisation through a business-focussed approach. Caroline is a Fellow of the Chartered Institute of Personnel & Development and holds advanced qualifications in strategic leadership, organisational development and coaching. Democratic Services, Health & Safety and Emergency Planning are also areas of responsibility for her role.
