The ECO Flex enables the council to work with external organisations which have ECO funding to support residents.

The Local Energy Advice Partnership (LEAP)
The Local Energy Advice Partnership (LEAP) is a project funded by ECO and managed by AgilityEco. The council has an agreement with LEAP to access funding schemes and support our residents.
LEAP will install simple energy saving measures and can provide hints and tips on day-to-day energy efficiency, as well as refer residents for further energy efficiency improvements.
Residents might be eligible if they receive benefits, are on low income and/or have a long-term illness or disability.

Local and national installers can bid for ECO funding from the larger energy companies.

The council has not entered into any commercial arrangement with the installers and is providing this list for information only.
There will be other installers with available funding that the council is not aware of.
Larger energy companies
Larger energy companies do from time to time set up their own ECO funding campaign for example boiler replacement and insulation. The Council’s residents can contact their energy suppliers and ask if they have an ECO campaign running and what support they can access.
The ECO funding is primarily supporting residents in receipt of benefits, but the council can identify additional vulnerable householders.

Hitting the cold spots
The hitting the cold spots project, funded by Hampshire County Council and managed by the Environmental Centre (tEC), helps residents across Hampshire to keep warm and well.
If you or anyone you know are struggling to stay warm in your home, you can call 0800 804 8601 or email firstname.lastname@example.org.
The support includes:
- visits from experienced Advisors offering advice and practical support
- help to access to funding for boiler repairs and replacements
- provision of temporary electric heaters for those without heating
- energy advice, including heating benefits, fuel debt guidance, reducing bills and tariff switching
