Tom Horwood’s appointment as Interim Managing Director and Head of Paid Service at Waverley Borough Council was confirmed yesterday (Tuesday 18 July).
Tom Horwood, Executive Director of East Hampshire District Council and Havant Borough Council, will join Waverley on 1 August 2017.
He said: “I am very honoured to be invited to take on this role at Waverley Borough Council. This is a challenging time for public services. I am looking forward to working with councillors, colleagues and the community to deliver improvements for local residents and businesses.”
Councillor Julia Potts, Leader of Waverley Borough Council, said: “The appointment of Mr Horwood is a great opportunity for Waverley to work collaboratively with East Hampshire District Council and Havant Borough Council, share our expertise and knowledge and develop the partnerships we have already established.
“This is a unique opportunity to drive forward Waverley’s ambitions and help shape the council’s future direction and approach until we secure a permanent appointment.”

Mr Horwood, Executive Director for East Hampshire District Council and Havant Borough Council has been in the post since 2010. He has held senior roles in both district and unitary councils. Mr Horwood has also held several non-executive positions such as chair of an award-winning national medical charity, governor of South Downs College and a member of the Enterprise M3 European Funding Committee.
