Simon has held senior management positions for a number of councils and in the private sector where he has gained extensive experience of delivering services and leading change.

Simon has led the planning services at East Hants and Havant and has a wide ranging career in planning, housing, working for house builders and housing associations as well as experience of working as a consultant in the private sector.

Simon is a town planner by profession and holds a number of post graduate qualifications including Masters in Town Planning, Housing and Management.

With over fifteen years’ experience in local government and planning policy, Victoria is responsible for developing and maintaining the Council’s planning framework.

Victoria leads a strong dedicated team covering Planning Policy, Heritage and Infrastructure planning. Victoria is a chartered town planner with qualifications in leadership and management, and project management.

Julia Mansi

Julia leads the Development Management teams, dealing with planning applications across the two Councils and contract work for the South Downs National Park.

A Chartered Town Planner, with over 30 years of experience, Julia has worked for various local planning authorities in the area, covering all aspects of development management work and application types.

Clare is a Place-Making and Regeneration specialist who has worked at the forefront of several large-scale development and regeneration projects across the south of England.

Clare leads on Regeneration, Economic Development and Place-Making initiatives across both East Hants and Havant councils. Working at the interface between the public and private sector, Clare combines her strong commercial acumen with public sector values.

As a Chartered surveyor for over 15 years, Clare’s solid foundation of technical and professional skills has enabled her to successfully deliver exciting, complex and fast-moving projects.

Natalie Meagher

With over fifteen years management experience, Natalie has proven experience of managing an eclectic range of services that support both HBC & EHDC.

Responsible for Parking & Traffic Management, Community Safety & Neighbourhood Quality, Environmental Enforcement, Environmental Health, Pest Control, Planning Enforcement and Property Services, Natalie focuses on efficiently providing customer led, insight fed outcomes.

Key in developing current (and forthcoming) business opportunities for EHDC, Natalie manages services sold to local authorities and external companies.

Tracey Wood

With over thirty years experience working in local government, Tracey provides core strategic guidance for both HBC and EHDC on all housing and community services, and works with a variety of customers, commissioners, the voluntary sector and local agencies.

Leading strong, dedicated teams, Tracey’s responsibilities include dealing with issues such as homelessness, community engagement and development, strategy formulation with a focus on supporting the most vulnerable residents in our communities.
