The Southern Parishes include the villages of Clanfield, Horndean and Rowlands Castle.

The overarching priorities for the Southern Parishes include:

  • improving facilities and infrastructure for cycling and walking
  • improving connectivity to Havant Thicket, Dunsbury Way and Waterlooville
  • supporting the villages to develop and articulate a strong sense of place with separate, but linked, identities
  • effectively deploying Section 106 and the Community Infrastructure Levy (CIL) and other monies to support neighbourhood plan objectives and improvements that deliver the most benefit to the town

In part, the above will be achieved by building on the work that is being done in Rowlands Castle to develop and consult on a Neighbourhood Plan. In addition, it will be vital to ensure that the development at 'Land East of Horndean' fully reflects the character of the local area and has the right infrastructure to support the population across the Southern Parishes.

Land East of Horndean (LEOH)

Horndean Parish Council (HPC) is currently collating comments on the emerging LEOH s106 agreement.

Havant Thicket

The planning applications for the Havant Thicket Reservoir were made valid on Tuesday 17th November 2020.

There are 3 applications as follows:

  • Planning applications for the reservoir in East Hampshire District: ref. 51680/001
  • Planning application for the reservoir in Havant Borough: ref. APP/20/00990
  • Planning application for the pipeline in Havant Borough: ref. APP/20/00991

Rowlands Castle Neighbourhood Plan

The Rowlands Castle Settlement Character Assessment is now complete.

The next step is to carry out public consultation on a draft neighbourhood plan, but this is dependent on coronavirus restrictions being eased.
