Criminal to pay £2,900 for his involvement in fly tipping near Clanfield

A man must pay a total of £2,976 for his involvement in a fly tip near Clanfield in 2021. 

The large fly tip, on 10 November 2021, was on Chalton Lane, near Clanfield and contained conservatory roofing and gutters, wooden pallets and household waste. 

Evidence was obtained from a number of people who had paid businesses run by Martyn Willis to take away their waste.

Willis of South Street, Gosport pleaded guilty under the Section 34 of the Environmental Protection Act 1990 to a failure in his duty of care to ensure that controlled waste was disposed of in accordance with the law.

Willis was fined £355 (reduced due to an early plea) and has been told to pay a £36 victim surcharge, £1,260 compensation for clearance and officer time and £1,325 legal costs.

Councillor Tony Costigan, East Hampshire District Council portfolio holder for Neighbourhood Quality, said:

“The investigation into this fly tip took many hours and Willis was very hard to track down.

“This result is a testament to the dogged determination of our team to stick with the prosecution for more than four years.

“Fly tippers should know that we will continue to track them down for as long as it takes.”

How can you avoid your waste being fly tipped?

If you have rubbish you need to dispose of, book a trip to the tip (Household Waste Recycling Centre) or contact an approved waste carrier (don’t fall for people knocking on your door).

When they take your waste, you should get a waste transfer note as a receipt to show who took it. That way, if it is fly tipped, you’ll be able to show you did everything you could to ensure it was disposed of correctly.

If the fly tip is blocking the road, phone Hampshire County Council on 0300 555 1388 (8:30am to 5pm, Monday to Friday) or 999 outside those hours.

If you see fly tipping in progress, please phone the police on 999.
