New homes leads to new infrastructure

More than £1.8 million of funding drawn from local developers will be put towards improving infrastructure for the residents of East Hampshire. 

On Friday 18 July our Cabinet agreed to allocate funding to 24 projects around the district. 

With every home built, developers must make a financial contribution to infrastructure. This funding, called the Community Infrastructure Levy, can be allocated to schemes that will help offset the impact of development on local facilities such as schools, health services and roads.  

The 24 projects supported this year include more dentist places and a new early years nursery in Alton, playground upgrade in Lindford, new sporting and recreational facilities and upgrades to seven schools across the district. 

The biggest allocation of £350,000 will go to Alton Town Council for the refurbishment of two pavilions at Jubilee Fields. Over £200,000 is allocated to Alton college and over £100,000 is allocated to Clanfield Junior School, both for improvements to sporting facilities.  

Cllr Angela Glass, EHDC Portfolio Holder, Regulation & Enforcement, said: “This funding is a direct result of the growth we’re seeing in our communities.  

“As new homes are built it means we can invest in the schools, roads, and public spaces that make East Hampshire such a great place to live.” 

Cllr Robert Mocatta, Portfolio Holder, Regeneration and Prosperity, said: “I am delighted to see so many fantastic local projects supported by these developer contributions. This funding will help deliver real improvements — from schools to health facilities — and it is all funded by the very developments that are shaping our future.” 

Cllr Andy Tree, Deputy Leader of the Council & Portfolio Holder Whitehill & Bordon Area, is responsible for approving developer contributions in the Whitehill & Bordon area. 

He said: “It is vital that we make sure growth works for everyone. By reinvesting developer contributions locally, we can build stronger, more connected communities.”

During the meeting, Cabinet also agreed to reallocate £1.25 million of CIL earmarked for a community centre in Four Marks to an updated scheme, also in the village.

First Friends Day Nursery - £71,280 - Creating a new early years nursery at the former Queens Head Pub in Alton 

Havant and South Downs College Alton Campus - £242,293.32 - Improvements to Alton College Sports Hall 

Alton Dental - £154,169.40 - Expansion of Alton Dental, Market Square, to include two new surgeries for two new NHS dentists 

Alton Town Council - £350,000 - Refurbishment of two pavilions at Jubilee Fields 

Anstey Junior School - £20,000 - A sensory garden and allotment 

Beech Village Hall and Recreation Ground - £10,296 - The Wellhouse, a versatile health and wellbeing space to provide community support, wellness practices, healthy living and social connection 

Medstead Village Hall - £9,083.84 - Installation of sound insulation to improve acoustics in the hall often used by children with hearing impairment 

Hampshire County Council - £8,130.16 CIL (to be added to £31,869.84 from Section 106, another form of developer contributions) - For the improvement of two byways in Four Marks that link proposed housing to schools and the countryside.   

Ropley CE Primary School - £20,000 - An outdoor nature and forest learning area for younger pupils 

Bohunt School - £89,698.04 - for a 3G artificial grass pitch  

Passfield Social Club - £8,500 – For a shelter to be built alongside a new petanque pitch 

The Green Room School in Kingsley - £19,045 - recreational, play and sensory Equipment for a school that plays an important role for special needs education 

Headley Parish Council - £67,500 - Headley Playing Fields Pavilion 

Lindford Parish Council - £129,719 – To replace old play equipment in Chase Road with a playground suitable for all age groups and abilities  

Whitehill Leisure Centre - £53,631.08 - For electronic blinds around the swimming pool to allow for privacy during swimming sessions 

Clanfield Junior School - £106,900 - to refurbish changing rooms and to increase shelter on the sports field 

Horndean Parish Council - £95,000 - For a Multi Use Games Area, a footpath and to enhance the outdoor gym equipment in Jubilee Park  

Clanfield Cricket Club - £12,677.50 - To install indoor cricket nets at Horndean Technology College 

Hampshire County Council - £250,000 - Hazleton Farm new primary school 

Catherington Infants School Association (PTA) - £13,300 - For a new agility play trail 

Making Space for Crafts Ltd - £30,000 – To convert redundant railway station accommodation into a space to hold crafts events, businesses and community courses. 

Selborne CE Primary School - £37,500 - Single storey extension to allow support for pupils before and after school 

Hampshire County Council - £20,000 - A boardwalk to improve access around the pond and into the Shortheath Common 

Rowledge - £30,000 - New village hall
