New net-zero village hall in Rowledge

East Hampshire District Council (EHDC) has helped fund a complete rebuild of Rowledge Village Hall, thanks to money drawn from local developments 

The ambitious project, led by the Rowledge Village Hall Trustees, will deliver a modern, environmentally-sustainable facility designed to meet the needs of the local community.  

EHDC awarded £90,000 towards the work from its Community Infrastructure Levy (CIL), a fund built from developer contributions. 

The new hall is planned to be a net-zero building, reflecting the council’s commitment to supporting greener infrastructure across the district. 

Work began in October 2025, with completion targeted for January 2027.  

The project has been shaped by extensive consultation with local residents throughout its development, ensuring the new hall reflects community priorities and aspirations. 

Cllr Angela Glass, EHDC Portfolio Holder for Regulation & Enforcement, said: “This is a fantastic example of how new development can bring real benefits to our communities. The Community Infrastructure Levy allows us to invest in projects that matter to local people - and the new Rowledge Village Hall will be a lasting legacy of that.  

“It’s particularly exciting to see a commitment to net zero at the heart of the design, showing how we can build sustainably for the future.” 

The new hall will serve residents in Rowledge, Holt Pound, Blacknest and Bentley, providing a vital space for events, activities and services for years to come.
