A reversion application may be made to EHDC if a registered building control approver (private building control company) is no longer able to carry out that function.

Why might I need one?

If you receive a cancellation notice from your registered building control approver, then a cancellation notice will need to be sent to EHDC (the registered building control approver will normally do this), and a reversion application made to EHDC, which the person undertaking the building work/building owner will need to do.

How do I apply?

Please follow the guidance below to make a reversion application, we will aim to work with you to ensure works can be approved and appropriate certification issued as quickly as possible.

Please note, local authority building control teams are the only body allowed to approve work that comes from a cancellation and failure to submit the reversion application, including all necessary documents, within the indicated time frame will leave us no option other than to issue a compliance notice under Section 35B of the Building Act 1984, for the contravention of a relevant provision of the building regulations. It is an offence to fail to adhere to the requirements of a compliance notice.

Step by step guide to the reversion application process

1. If they haven’t already done so, request your Registered Building Control Approver to send a cancellation of their initial notice to EHDC.

2. We can also accept a notice of cancellation of the initial notice ( a Form 7) by the person undertaking the building work/building owner (as named on the initial notice). A copy of a Form 7 is available on our website or can be sent to you via email on request.

3. On receipt of the cancellation notice, EHDC will check that it is valid and update the Initial Notices Register.

4. We will then send you an application form (also available on our website) for you to submit the reversion application to us.

5. Your completed reversion application form should be returned to us along with any plans, site inspection notes, plan certificates, specifications and any other relevant design documentation sufficient to show the extent of the building work being undertaken and to demonstrate compliance with relevant building regulations.

6. When we receive the aforementioned information, we will validate your application, calculate the relevant charge, and contact you to make payment.

Is there a fee?

Yes, a reversion fee is generally more expensive than submitting an application direct to the local authority in the first instance, however fees can be adjusted once we do a site assessment if appropriate.

Until you have completed steps 1 to 6 of this process, you will be unable to book any site inspections with the EHDC’s building control team.
