The housing and economic development needs assessment (HEDNA) examines housing and employment needs within East Hampshire.

In 2022, a HEDNA report was produced to support the emerging local plan.

In 2019, An interim HEDNA was produced to accompany the draft local plan.

Section 8 of this version of the HEDNA includes useful qualitative information on employment sites within the district, which will be updated in due course.

In 2025, the council commissioned a study along with four other local authorities that are split with the South Downs National Park. The study aims to develop a consistent and fair approach to estimating and apportioning housing needs for those local authority areas which have a proportion of their land area within the South Downs National Park.
